Application Guideline For Export / Import Of Cites Permit

INTRODUCTION
Conference of the Parties to the 13th (COP), CITES, held in Bangkok, Thailand on October 1 to 14, 2004, decided that all trade (export, import and re-export) of Ramin (Gonystylus spp.) And wood Karas / Agarwood (Aquilaria spp. / Gyrinops spp.) was listed to Appendix II of CITES, Annotation # 1.

MTIB is the Management Authority (Management Authority - MA) and the Ministry of Natural Resources and Environment (MNRE) is the Scientific Authority (Scientific Authority - SA), which is responsible for the timber trade Ramin and Karas / Agarwood.

Export of CITES (Ramin wood and agarwood products / Karas) is subject to export quota. For the export of Ramin CITES export permit application can be made directly, while for Agarwood products / Karas (either woodchip or Agarwood oil) is subject to the approval of the quota to the company. States must apply for export quotas Agarwood / Karas first before applying CITES permit. Quota application may be made in writing to the MTIB and quota approval is subject to inspection reports stocks owned by the company's products.

CITES PERMIT APPLICATION PROCEDURES

A. EXPORT PERMIT / CERTIFICATE OF RE-EXPORT
Exporters are required to: -
  1. Registered with MTIB as an Exporter
  2. Registered with MTIB as Agarwood / Karas Planter (for Agarwood / Karas (Aquilaria spp.) Exportation, if sourced from plantation).
  3. Submit the following documents:
  4. Approval Letter from MTIB and Quota Card (for Agarwood / Karas (Aquilaria spp.) Exportation).
  5. CITES Export Permit from Exporting Country or CITES Re-Export Certificate (if applicable) ORIGINAL COPY.
  6. CITES Import Permit from MTIB (if applicable) ORIGINAL COPY.
B. IMPORT PERMIT CITES
  1. Registered with MTIB as Importer (only for HS Code 4403 and 4407).
  2. Submit the following documents:
  3. CITES Export Permit from Exporting Country or CITES Re-Export Certificate (copies are forwarded in advance for exporting country verification purposes).
Any additional requirements for this application are subjected to MTIB.
