1. INTRODUCTION
The purpose of this Guideline is to provide guidance and references to clients of Licensing and Enforcement Division in dealing with registration activities as an Exporter, Supplier, Processor, Jetty Operator, and Timber Grader.

2. BACKGROUND
Section 13, Act 105 of Malaysian Timber Industry Board states that "No person shall carry on business as an exporter, a jetty operator, timber grader, suppliers or timber processor, unless he is registered under this Act".

3. PURPOSE OF REGISTRATION

• To ensure that timber exporter and supplier adhere to the Board’s policy.
• To regulate and monitor the trade and marketing and distribution of timber for export and domestic markets.
• To arrange and assist in uniting the wood-based industries.
• To gather information and to administer the Wood-based Industries Records.

4. CLIENTS CHARTER
To ensure that the applications for registration as exporter, supplier, processor timber grader and jetty operator in the wood based industries are approved within 3 working days from receipt of complete applications.

5. REGISTRATION AND ANNUAL FEES
Payments of annual fees for approved application are as the following amounts:-

Each applicants are ENCOURAGED to be a member of any one of the eight associations recognised by the Malaysian Timber Industry Board Act (Incorporation) (Ammendment) 1990, Third Schedule. The lists of associations are as follows:-

Applicants who wish to run activities which involved timber production prescribe in Appendix A are required to make an on-line application via MCS and to submittogether the following documents and to adhere to the terms:-

A. REGISTRATION AS TIMBER EXPORTER

APPLICANTS WITH MILL

(Other than the mandatory documents required, the applicant shall comply to the following terms) * Not required to submit a support letter from a timber supplier registered with MTIB. 1. Private Limited Company Paid–up capital of at least RM50,000.00. For foreign-owned company, the equity of Malaysian citizen is at least 30%, or paid up capital at least RM1 million if the equity of the Malaysian citizen is less than 30%. OR 2. Sole Proprietor/Partnership Company To submit the last 3 months bank statement with average minimum balance of RM15,000.00 endorsed by bank.  3. For company wishing to run the re-export activity, proof of import documents shall be submitted before registration.

(Other than the mandatory documents required, the applicant shall comply to the following terms) Unlimited company paid-up capital. Company status not to be accounted for. Possession of mill/factory license issued by State Forestry Department/MIDA/Royal Custom Department/other government agencies; or Possession of Company Registration Certificate from District Council/ Town Council/Local Municipality at the areas where mill/factory operate

1. BACKGROUND
In line with Section 8(2) Timber Industrialisation Methods (Registration) 1991, all applications for the renewal of registration are required to be presented to MTIB together with the required fee, anytime within 60 days before the expiry date of registration. However, the application must be received not later than 30 days of the expiry date.

2. CLIENT CHARTER
Every application for renewal of registration will be approved within 2 working days from the date of receipt of complete application.

3. EXPIRY DATE OF REGISTRATION
The expiry date of registration for Exporters, Suppliers, Processor, Timber Graders and Jetty Operators have been set on 4 dates which are 31st March, 30th June, 30th September, and 31st December.

4. TERMS FOR COMPANIES WANTING TO RENEW
REGISTRATION Companies wanting to renew registration are required to make an on-line application via mcs and to submit documents and the requirements are as follows:

To submit copies of Form 24 and 49 OR letter confirming that no changes have been made to Form 24 and 49. To submit copy of renewed mill License OR Rubber Stamp Chop or Letter confirming approval for renewal from Forestry Department OR copy of payment receipt if mill license is still in the process of renewal at Forestry Department; OR To submit copy of mill License from MIDA/Royal Customs Department/other local Authorities To submit copy of Timber Association Membership that has been renewed/ payment receipt for renewal of membership.
4.2	For Timber Exporters Traders (without mill)	To submit a declaration of business registration (Form D) that is still valid; or To submit copies of Form 24 and 49, or letter to substantiate no changes have been made to Form 24 and 49. Paid–up capital as stated in Form 24 must comply with the registration terms (to submit when needed). To submit a copy of Timber Association Membership that has been renewed/payment receipt of membership renewal.
4.3	Jetty Operators	To submit Water Enactment agreement that is still valid. To submit copy of approval letter from Royal Customs Department To submit copy of approval letter from Port authorities, if activities are within the port’s jurisdiction To submit a copy of Timber Association Membership that has been renewed/payment receipt of membership renewal.
4.4	Timber Processors	To submit a copy of Kiln Drying License/Timber Treatment License issued by the Forestry Department OR Certificate for Steam Boiler/Certificate for Unfired Pressure Vessel issued by the Department of Occupational, Safety and Health. To submit a copy of Timber Association Membership that has been renewed/payment receipt of membership renewal.

5. RENEWAL FOR TIMBER GRADERS
Applicants wishing to renew registration are required to make an on-line application via mcs with relevant document. Present a renewed Certificate of Competency to Grade Timber.

6. LOSS OF REGISTRATION CERTIFICATE
If the Registration Certificate is lost, applicants must present a copy of the Police Report and pay a fee of RM50.00 as stated in the Methods (Registration) (Amendment) 2001 14(c).

KEPERLUAN PENDAFTARAN AKTIVITI PEDAGANG (T/T) SECARA PENTADBIRAN

Adalah dimaklumkan bahawa Mesyuarat Pengurusan Tertinggi (MPT) MTIB Bil. 2/2022 pada 7 - 9 Februari 2022, meluluskan penguatkuasaan pendaftaran aktiviti pedagang (T/T) secara pentadbiran. Pendaftaran aktiviti pedagang (T/T) secara pentadbiran ini merangkumi skop pedagang seperti berikut:

• Pemindah kayu dari Semenanjung Malaysia ke Sabah dan Sarawak;
• Syarikat yang mendapat insentif/bantuan daripada MTIB atau MTC;
• Syarikat yang menjalankan aktiviti mengilang, menjual dan menyimpan produk kayu dan berasaskan kayu bagi tujuan pasaran dalam negeri; dan
• Syarikat yang menjalankan aktiviti membeli, menjual dan menyimpan produk kayu dan berasaskan kayu bagi tujuan pasaran dalam negeri.

Pendaftaran boleh dilakukan bermula 1 Mac 2022 dan akan berkuatkuasa sepenuhnya pada 1 April 2022.

KEPERLUAN PENDAFTARAN AKTIVITI PENGENDALI (T/O) SECARA PENTADBIRAN

Adalah dimaklumkan bahawa Mesyuarat Pengurusan Tertinggi (MPT) MTIB Bil. 8/2022 pada 22 Julai 2022 telah meluluskan pendaftaran aktiviti pengendali (T/O) secara pentadbiran. Tujuan pelaksanaan pendaftaran ini adalah sebagai langkah menggalakkan pendaftaran pengendali sebelum ia diwarta dan dikuatkuasakan pelaksanaannya di samping sebagai panduan dan rekod kepada MTIB.

Bagi tujuan ini, pada mana-mana individu yang mengendalikan loji mengawet kayu, loji mengering tanur kayu atau kedua-duanya dan memiliki Sijil Kelayakan Operator Pengawetan dan/atau Sijil Kelayakan Operator Pengeringan Tanur adalah digalakkan untuk berdaftar aktiviti pengendali dengan MTIB. Permohonan pendaftaran boleh dimajukan kepada MTIB mulai 1 September 2022.  Dimaklumkan bahawa fi pendaftaran ditangguhkan ke satu tarikh yang akan dimaklumkan kemudian.
