Procedures for Import and Transfer of Timber & Timber Product
Part A – IMPORT OF LOGS / LARGE SCANTLING AND SQUARES (LSS) TIMBER TO MALAYSIA
1. With the enforcement of the Customs Order (Prohibition of Import) 2008, Logs / Large Scantling and Squares which are sawn timber sections of 60 square inches and above, under the jurisdiction of Customs Code 44.03, can only be imported into Malaysia when the import license is issued by Malaysian Timber Industry Board. According to Customs definition, wood products which are under the jurisdiction of Customs Code 44.03 are listed in Appendix I. 2. Entry Ports / Approved Landing Sites
The importing of all timber products mentioned in Para 1, can only take effect at approved entry ports or landing Sites gazetted by the Royal Customs and Excise Department of Malaysia.
3. Customs Duties
Logs / Large Scantling and Squares are under the jurisdiction of Customs Code 44.03 and are not levied any duties.
Part B – REMOVAL OF LOGS / LSS AND SAWN TIMBER FROM SABAH OR SARAWAK TO PENINSULAR MALAYSIA
1. Logs / LSS and sawn timber that are brought in Peninsular Malaysia from Sabah or Sarawak do not require approval letter and import licenses from MTIB. However, this is subject to the related state government regulations.
2. The bringing in of logs / LSS and sawn timber can be made directly at receiving customs office.
3. Royalty fees must be made to the State Forestry Department or authorized agencies before the removal can be made.
Part C – REMOVAL OF TIMBER AND TIMBER PRODUCTS FROM PENINSULAR MALAYSIA TO SABAH OR SARAWAK.
1. Companies interested to partake in the removal of timber and Timber products from Peninsular Malaysia to Sabah or Sarawak are exempted from having to register with MTIB as an importer / exporter.
2. The removal of timber or timber products must have the endorsement from MTIB before the Royal Malaysian Customs approves the removal. Timber products that have to be endorsed are the same as those for export.
3. Important documents relating to the removal are the Declaration Form (K3) (Application / Permit for Transport of Goods “Dalam Persekutuan”) and other supporting documents such as sale and purchase contract agreement between buyer and importer from Sabah or Sarawak, purchase order and other documents that can be used as comparison against grading in the Customs forms. For sawn timber and railway sleepers, a grade brief will be issued by a timber grader registered with MTIB.
4. Companies wishing to undertake removal activities of specified timber products must pay cess fees at MTIB Headquarters in Kuala Lumpur or any MTIB branch office that issues export licenses.
5. For applications that are completed and comply with terms and conditions in force, MTIB will issue a payment receipt and assign the export license stamp on the Declaration Form (K3).
6. For all timber and timber products removal activities that have been levied cess fees, and subsequently have not been executed or have exceeded the validity date of the license, the cess fees will be forfeit.
