    APPLICATION PROCEDURES FOR GAHARU EXPORT QUOTA

    INTRODUCTION

    Conference of the Parties to the 13th (COP), CITES, held in Bangkok, Thailand on October 1 to 14, 2004, decided that all trade (export, import and re-export) of Ramin (Gonystylus spp.) And wood Karas / Agarwood (Aquilaria spp. / Gyrinops spp.) was listed to Appendix II of CITES, Annotation # 1.

    MTIB is the Management Authority (Management Authority - MA) and the Ministry of Natural Resources and Environment (MNRE) is the Scientific Authority (Scientific Authority - SA), which is responsible for the timber trade Ramin and Karas / Agarwood.

    Export of CITES (Ramin wood and agarwood products / Karas) is subject to export quota. For the export of Ramin CITES export permit application can be made directly, while for Agarwood products / Karas (either woodchip or Agarwood oil) is subject to the approval of the quota to the company. States must apply for export quotas Agarwood / Karas first before applying CITES permit. Quota application may be made in writing to the MTIB and quota approval is subject to inspection reports stocks owned by the company's products.

     

    CITES PERMIT APPLICATION PROCEDURES

    A. EXPORT PERMIT / CERTIFICATE OF EXPORT

    Exporters are required to: -
    1. Make the permit application export / re-export of CITES in the 'on-line' through the MCS system.
    2. Submit the following documents:
        i. CITES permit application form
        ii. Customs Declaration Form No. 2 Pin. 8/89 - Declaration of Goods Exported (Print from the MCS system) or manually
        iii. Supporting documents such as Invoice and Removal Pas from Forest Department.
    3. Approval from MTIB and CITES Export Quota Card
    4. Permit Exporting Countries or CITES Re-Export Certificate (if applicable)

    B. IMPORT PERMITS CITES

    1. Making a CITES import permit application of on-line through the MCS system.
    2. Submit the following documents:
        i. CITES permit application form
        ii. Customs Declaration Form No. 1 Am. 8/89 - Declaration of Goods Imported (Print from MCS system) or manually
        iii. Supporting documents such as invoice, Removal Pas from Forest Department
    3. MTIB Approval Letter and Quota Card
    4. Permit CITES Import from MTIB (if applicable)

    Penguatkuasaan Akta Perdagangan Antarabangsa Mengenai Spesies Terancam 2008 [ Akta 686 ] (INTESA)

    Akta Perdagangan Antarabangsa Mengenai Spesies Terancam 2008 (International Trade in Endangered Species Act 2008 – INTESA) dan dua Peraturan di bawahnya iaitu Peraturan Mengenai Permit, Perakuan, Pendaftaran dan Fi serta Peraturan Mengenai Pusat Menyelamat telah diwartakan untuk mula berkuatkuasa pada 28 Disember 2009.

    Penguatkuasaan INTESA membolehkan pengawalan yang menyeluruh terhadap spesies-spesies yang disenaraikan di bawah Apendiks I, II dan III Konvensyen CITES (spesies terjadual). Spesies terjadual ini terkandung dalam Jadual Ketiga INTESA.

  • Registration of Agarwood's (Karas) Planters Under The Act 686 +

    ACT 686 - INTERNATIONAL TRADE IN ENDANGERED SPECIES OF 2008: IMPLEMENTATION AND REGISTRATION REQUIREMENT

    The International Trade in Endangered Species Act 2008 [Act 686] (INTESA) was approved by the Parliament of Malaysia and was gazetted on 14 February 2008. Consequently, a regulation on Permit, Certificate, Registration and Fees was gazetted on 28 December 2009. Hence, the implementation of Act 686 became effective in Malaysia beginning July 1, 2010.
